Krasner Strikes Again! Suspect In Murder Of Temple Student Walked After D.A. Dropped Armed Carjacking Charges Against Him

By Ralph Cipriano
for BigTrial.net

The suspect in the murder of a 21 year-old Temple University student was arrested on Aug. 14th and charged with eight crimes in connection with an armed carjacking, including aggravated assault, robbery, conspiracy and possession of an unlicensed gun.

A judge set bail that day at $200,000 monetary, meaning the suspect, Latif Williams, 17, had to plunk down a 10% deposit of $20,000 to get out of jail.

The cops did their job. But then it was the duty of the D.A.'s office under Larry Krasner to prosecute the case. What happened next helps explain why Philadelphia today has already set an all-time record of 510 murders, with a whole month left to go in 2021.

On Aug. 20, less than a week after his arrest, Municipal Court Joffie Pittman lowered the bail for Williams to $200,000 unsecured, meaning the defendant had to post no money at all to stay out of jail, but the judge also ordered Williams to be held under house arrest.

The D.A. filed no appeal. On Sept. 16th, Judge Charles Hayden granted the D.A.'s request for a continuance after a "victim/witness failed to appear" in court, according to the Municipal Court docket.

On Sept. 30th, only the second listing for the preliminary hearing in the case, Judge Martin Coleman granted the D.A.'s motion to withdraw all eight charges against Williams, and he was a free man.

Less than two months later, on Sunday Nov. 28th, Williams, according to the police, attempted to carjack  Samuel Collington, as he was unloading his mother's SUV on the 2200 block of North Park Avenue in North Philadelphia.

According to the cops, Williams shot Collington, who fought back, twice in the chest; the victim died about a half-hour later.

The cops, armed with an arrest warrant, are out searching for Williams, who is 5-foot-5 and weighs 120 pounds.

For a teenager, Williams has quite a rap sheet, as well as amazing record of success when being prosecuted by the D.A.'s office under that noted criminal justice reformer, Larry Krasner.

Williams's first arrest dates back to November 2017, the month he turned 13, for robbing a college student on the Temple campus of a cell phone, in addition to assaulting her.

Although he was arrested for that robbery, there is no record of the resolution of that case, which may be due to the age of Williams.

On July 20, 2019, Williams was locked up for selling drugs. On Aug. 21, 2020, the D.A.'s office under Larry Krasner withdrew the charges against him.

On May 31, 2020, during the George Floyd riots, Williams was arrested for burglary, rioting and looting. According to the police, Williams kicked a police car window out and spit on the cops.

On Sept. 18, 2020, the D.A.'s office under Larry Krasner withdrew all those charges against Williams.

On Nov. 6, 2020, Williams was arrested for selling drugs. On Sept. 10, 2021, the D.A.'s office under Larry Krasner withdrew those charges.

During his short life, Williams's victim racked up another kind of record.

In a statement published by the Inquirer, Molly Collington, the victim's mother, described her son as “kind and accomplished,” as the former president of his Interboro High School class, an Eagle Scout, a high school band member and a member of the National Honor Society.

“Our son was and is our hero, and this senseless act crushes us,” she wrote. “Sam spent all of his free time raising awareness for the issues that meant the most to him. In his honor, we will do everything to make sure that there is Justice For Sam.”

Online, friends of Collington, who had campaigned on behalf of Bernie Sanders for president, were trying to stop people from turning Collington's murder into a political weapon against the campaign to reform the criminal justice system that's led in this town by D.A. Krasner.

This time, apparently, the incompetence of Krasner's office was responsible for the murder of one of his own supporters. But that's not how Douglas Leake saw it.

Online, Leake described his friend Sam Collington as a "devout Marxist" who "would not want his death to be used to push any sort of right-wing pro-police agenda such as stop and frisk."

"We must not let this travesty spawn oppression of any kind,"  Leake wrote. "I will never stop defending his legacy of radical justice, peace and equality."

A veteran prosecutor, however, noted that the latest episode of the incompetence of Krasner's office in prosecuting gun crimes should have nothing to do with politics.

"There's nothing right-wing about holding violent criminals accountable while respecting the Constitution, due process and the right to a jury trial," the veteran prosecutor said. "The job of the police and the prosecutors is to lawfully acquire evidence and convict violent criminals, to protect the rest of us."

With apologies to Douglas Leake, Sam Collington now joins a long list of victims who've been murdered by armed and dangerous criminals that were turned loose by the D.A.'s office under Larry Krasner, including:

-- Hassan Elliott, an armed and dangerous gang member and convicted drug dealer, who walked out of prison a free man after the D.A. gave him a sweetheart sentence on a gun pinch, and then  the D.A. looked the other way on three alleged parole violations for Elliott. Elliott proceeded to shoot and kill Corporal James O'Connor, who was trying to serve him with an arrest warrant for murder.

-- Razique Bumpas, whom, after the D.A.'s office failed to approve two arrest warrants for, shot and killed Ishan Charmidah Rahman, a 39 year-old pregnant woman; her unborn baby also died.

-- Josephus Davis, a two-time convicted robber who was arrested again for an alleged carjacking and an aggravated assault, has his bail lowered in the two new cases from a total of $300,000 all the way down to $32,000, so his family had to plunk down only $3,200 to spring him out of jail. According to police, Davis proceeded to hold up, shoot and kill Millan Loncar, a recent Temple grad who was out walking his dog.

-- Taray Herring, a convicted sex offender with a dozen arrests on his rap sheet whom Krasner let out of jail because the D.A. was afraid he'd catch Covid, allegedly killed, hacked up and dismembered the body of Peter Gerold, 70, a licensed masseuse.

-- Tyree Miles, whom the D.A. dismissed a total of a dozen charges against on three different occasions, after he was accused of first attacking his girlfriend, then the cops, and finally his mother, brother and other relatives. Miles was finally charged with involuntary manslaughter, after his 10 year-old niece shot herself to death with her uncle's gun, a weapon that Miles had illegally and carelessly stored at her house.

-- Michael Banks, whom the D.A.'s office plea-bargained a felony gun charge against down to a misdemeanor, got involved in a neighborhood shoot out, and shot and killed Zamar Jones, a 7-year-old boy who was sitting out on his front porch, playing with his toy race car and scooter.

-- Adriano Coriano, whom the D.A.'s office had an arrest warrant for, for allegedly violating a protection order by repeatedly stalking, harassing and assaulting his ex-wife. While the D.A.'s office sat on that arrest warrant for six straight days, Coriano shot and killed his ex-wife, Gladys Coriano.

All these people are victims of Larry Krasner's progressive policies.

There are so many more victims that I've listed in detail, along with other atrocities committed by the D.A., on a separate webpage on ralphcipriano.com that's dubbed "Toxic Justice." Take a look if you have the stomach for it.

In a city's that's been diehard Democratic since 1952, you have to wonder what the tipping point is, when it comes to dead bodies.

Is it 500? 600? 1,000?

In New York City, which has more than five times the population of Philadelphia, as of Nov. 28th, had only 433 murders.

In Philadelphia, besides our 510 official homicides so far this year, we also have 172 dead bodies whom the cops have tagged as "suspicious" deaths still under investigation, which the cops call "S jobs."

That's a total of 682 dead bodies so far this year, with another full month to go.

How many dead bodies will it take before the voters of this city realize that Larry Krasner's social experiment of emptying the jails isn't working out for the rest of us? And that the cost of Krasner's "reforms," in terms of flesh and blood, is just too high?

    4. When Krasner looks in a mirror in the morning he sees a Marxist Jew.
Their game for hundreds of years has been to use a minority, or minorities, within a state, or society, as battering rams to break states, societies and cultures to pieces so that the Jews can profit politically and materially from perpetual internal conflicts. The Jews have used workers ["working class" movement/ "class struggle"], women [feminism] and racial minorities ["racial struggle"] to break and reorganize states and societies to their liking.
Supporting the criminal class is a basic Jewish Marxist political program. Criminals are "socially close" to either "the exploited class", or to "oppressed gender / sex", or to an "oppressed race".
Further, by being on the side of criminals the Jews suppress the dominant racial and religious group which is the White Christian Americans whom the Jews hate passionately. The history shows that when the communist Jews came to power in Russia one of the very first things they did was to release all, ALL, criminals from jails.
The tactic of 'Divide Et Impera' [Divide and (thus) rule] is the key political and social tool of the Jews. By creating divisions and strife within a state, or a society, the Jews are able to gain control of a state. Who do you think rules over us ? Whom, what group of people, are you not allowed to criticize ?

  3. True and really it is simple.
The Dems now treat poor and working/middle class whites the way they used to treat poor and working/middle class blacks.
All they did was flip the demographics.
The strategies are the same, but the races have changed.
Notice how no one speaks to the wealth gap or income disparities, because those who own/operate the media are very rich, and would rather let this play out as a racial thing. This way the rich are protected and off radar.

  15. This is beyond disgusting. Here we have a young man who worked hard to graduate this coming spring and he is gunned down in broad daylight by some punk who was trying to rob him. Sadly, Laughin' Larry let this one escape justice, as well.

One has to ask where there can be any kind of justice in this particular situation. This shooter will undoubtedly get a pubic defender who will moan and groan about his disadvantaged upbringing (if you want to call it that) and try to get affirmative action sentencing treatment.

Who is going to make amends for a promising life cut off so short?

What's needed here is the prompt and vigorous application of capital punishment which will most assuredly eliminate the possibility of recidivism and - more importantly - send a clear and unmistakable signal to others like this kid that a needle is just around the corner for them. That's the only way that this is going to stop.

  25. Face it - the City of Philadelphia has been run by a bunch of progressive bunglers and it's quickly becoming a dangerous sewer.

I worked for the 'telephone company' and remember when the Philadelphia Wage Tax was enacted. We were told that it was for 'our protection' and just 1 week later some kid stabbed one of our co-workers in the eye with a pencil during a riot. That was back in the early 70's and it's only gotten progressively and predictably worse under democratic leadership.

According to the 'Inky', at the most recent meeting on the city's budget ...'..Council President Darrell L. Clarke said lawmakers were focused on “investing in the people of Philadelphia and dealing with the significant racial and economic disparities revealed by the pandemic...”

What? What? Racial and Economic disparities? Take a ride down Broad Street some morning and take note of all the able bodied men walking the streets or sitting on their front porches and / or the noticeably pregnant young girls pushing their baby carriages while subsisting on generational welfare. It's been like that for years.

If you dare, take a ride on the Broad Street Urinal (...err Subway) and try to figure our who King Kool is.

I believe that these so called 'disparities' are largely self inflicted and implicitly reinforced in single parent, matriarchal family structure.

It's grossly unjust to extort tax dollars from those who work in the city just to support the city's social programs, most especially when the police budget is being reduced and the criminal justice system has been perverted by Krasner and Company.

  26. According to the Inky...."Latif was fully cooperative with police upon learning of his arrest warrant, and he turned himself in voluntarily this evening," Williams’ attorneys, Patrick Link and Marni Jo Snyder, told Fox29 Philadelphia. "We are in the process of investigating the facts of this case and we expect his presumption of innocence to be maintained throughout the judicial proceedings."

These lawyers are apparently professional public defenders who openly brag about their prowess while being paid by the taxpayers.

“…As a former Philadelphia Assistant Public Defender and former Law Clerk to a criminal judge in Philadelphia’s Court of Common Pleas, Ms. Snyder understands the many intricacies of the criminal justice system.

When appropriate, Ms. Snyder leverages her reputation as a formidable adversary at trial to enable her to negotiate the best plea deals and case dispositions for her clients. She routinely secures for her clients plea arrangements that result in less serious charges or more favorable sentencing outcomes. Assistant district attorneys and prosecutors know that Marni Jo Snyder is not afraid to go to trial.”

      And get this:

“….Recently, Ms. Snyder represented Hillary for America (campaign for Democratic candidate for President of the United States, Hillary Rodham Clinton) and Krasner for DA (campaign for the Democratic candidate for Philadelphia District Attorney, Larry Krasner) in Election Law matters.”

    2. Patrick Link is the public defender who was able to get Willians off this past September when witnesses didn't show up for trial. Just 8 weeks later, he's representing Williams again, but this time for murder.

According to his website, Patrick Link is a full time defense attorney specializing in homicide defense, sex and gun offenses, assault and drug charges, DUI, etc. Link even brags about how he was able to get gun charges dropped against one of his clients – 3 times in 3 years no less, as stated on his website, viz:
‘…Police pulled over a car being driven by C.C. for a defective brake light. Officers claimed that when they stopped the car, C.C. leaned to his right towards the glovebox and disappeared from their view for 10-15 seconds. Upon approach, they noticed bullet holes in his car and while speaking to C.C. he told them he had recently been shot. The officers also claimed that C.C. was “shaking uncontrollably” and “sweating profusely” despite it being below 40 degrees. For all these reasons, police claimed to have been in fear for their safety so they removed him from the car and “frisked” his general area. During this frisk, police recovered a loaded firearm from the glovebox and placed C.C. under arrest. The defense filed a motion to suppress evidence and argued that the police were not credible in their testimony. Specifically, the defense pointed out that after retrieving C.C.’s paperwork, they turned their back on him and went to their patrol cars leaving him unattended in the car. Body camera footage was played for the judge in slow motion that showed C.C. acting calmly and not shaking at all. Further, it was shown that the officers only discussed searching the car after they ran his name through their computer and discovered that he had a criminal record. A judge agreed with the defense, found the officers not credible, and granted the defense motion to suppress evidence. All charges were dismissed- the third time in the last three years C.C. has prevailed on a gun case with Mr. Link.

The black population in Philadelphia is close to 42%, so it’s safe to assume that their crime rates are proportionally higher.

This low-income situation creates an environment spawning children that often have a higher school drop out rate and/or are more likely to engage in criminal behavior.

Hypothesized systemic biases or institutional racism isn’t what’s creating this situation. That’s just another WOKE myth.

Folks engaging in sexual activity and getting pregnant are those responsible for this problem. Males who father children often abdicate their parental responsibilities and are the ones who make a bad situation progressively and intolerably worse.

  37. I'm born and raised in NE Philly and always felt safe here. Now it's like a war zone and no one is safe, no matter what neighborhood you live in. These three idiots in office are delusional and dangerous!

  38. You should put this gem of a citizen in a cell with your daughter or wife Krasner. That would be justice. You are lucky it isn't my son or daughter he killed because you would not be here any longer and I am amazed how more people don't become vigilante's after something like this

  39. Bring back the Death Penalty and use it on the Criminal Justices and Prosecutors that allow these murderers to go free for their Political Agendas

  40. Ralph - looks like Krasner may have refiled the charges on Williams first arrest - maybe a reliable witness came forward. Williams' public defender has been trying to get the murder case transferred to the juvenile court system. It may be worthwhile checking into this with a follow up article.

The shame of it all is while Sam Collington worked hard to get his degree and had a promising career ahead of him is now dead and buried while his alleged killer - Williams - is learning new 'skills' while incarcerated on the taxpayers' dime.
